Claims are registered once with an id and the full evidence chain: entity, value, source URL, dataset URL, evidence URL, methodology URL, data date, confidence and status. The id is usable as a deep link into /citations/, appears in /data/claims.json, and is what a correction report should quote.

Why it matters

No. Ids are not recycled, so an old reference can never silently resolve to a different claim.
